Major Changes in GSA’s MAS Solicitation Refresh 0026 (April 2025)
The General Services Administration (GSA) has released Refresh 0026 to the Multiple Award Schedule (MAS) Solicitation 47QSMD20R0001. This update introduces several important clause changes, new category structures, SIN retirements, and enhanced sustainability initiatives you should be aware of.
New Sustainability Clause
One of the most notable additions is FAR 52.223-23 – Sustainable Products and Services (MAY 2024) (Deviation FEB 2025). This clause outlines sustainability standards for products and services provided under contract, emphasizing EPA guidelines, ENERGY STAR certifications, and USDA biobased content programs. Contractors are required to ensure sustainable goods/services are delivered or incorporated under the contract when applicable.
Updated and Deleted Clauses
A number of clauses were updated to align with FAR and GSAR changes, including:
FAR 52.209-6 on subcontracting with debarred contractors
FAR 52.212-5 implementing commercial statutes or Executive Orders
FAR 52.219-28, 52.219-8, 52.219-9 – focused on small business subcontracting
FAR 52.222-19, 52.222-54, and 52.222-62 – addressing labor standards and employment verification
Two clauses were deleted:
52.219-6 (Small Business Set-Aside notice)
52.247-38 (F.O.B. Inland Carrier)
Important Template and Instructional Revisions
Several Price Proposal Templates (PPT) and proposal instructions (SCP-FSS-001) were revised, notably:
Clarification of the “Most Favored Customer (MFC)” discount columns
Instructions regarding optional pricing in modification templates
Retirement of 32 Special Item Numbers (SINs)
A major structural change includes the retirement of 32 SINs across categories such as Furniture, IT, Professional Services, and Automotive Maintenance. These items were retired due to low demand or the availability of alternative procurement channels. GSA is also now explicitly excluding fully assembled aircraft, automotive parts, and hygiene items from MAS awards.
Revisions to Publication Rules for COTS and Services
Updated policies now prohibit duplicative publication of Commercial Off-the-Shelf (COTS) products and services across GSA platforms like eLibrary, eBuy, and FCP-generated price lists. Instead, items must be published through only one designated channel.
IT Category Overhaul – AI/ML and Cloud Services
Two new IT subcategories were introduced:
Cloud Services (F01) including cloud-based AI/ML services under SIN 518210C)
Financial Management Services (F03) with SIN 518210FM for FM QSMO-related services
GSA has also reinforced that government data may not be used to train AI models without written authorization.
Professional Services – New Program Evaluation Subgroup
A new Program Evaluation Services subgroup under SIN 541611 allows contractors with relevant expertise to provide data-driven evaluation support to federal programs. The application process involves a rigorous technical review and scenario-based assessment.
Aircraft Restrictions Under Security & Protection
Under SIN 336413 for aircraft armoring, GSA has clarified that fully assembled rotary-wing or fixed-wing aircraft may not be awarded under MAS.
Category-Specific Adjustments
Additional minor but important updates include:
Increased ARO delivery timeline from 4 business to 7 calendar days for SIN 339940OS4
Removal of outdated testing lab references for Correctional Institution Furniture SINs
